Chris Vorwerk was contracted by GTZ to provide support to NQF review and QCTO task team at the Department of Labour and subsequently the Department of Higher Education and Training (2003- 2010).
Prior to that he was heavily involved in the development of the National Qualifications Framework (1994 – 2005), and in the establishment of SETAs and the implementation of a variety of SETA programmes, eg
learnerships.
In the 1990’s he developed and implemented a National Training Plan for the Plastics Industry Training Board which eventually involved 14 000 of the circa 30 000 employees in the industry during the period 1995 to 2000 when the PITB was disbanded in favour of the SETAs. Some of the innovations in this plan were eventually adopted in the NQF.
